Abstract

This paper outlines the process of creating an Open Phi Theta Kappa (PTK) charter for Frederick Community College (FCC). While most PTK charters are a meritocracy without transparency; the FCC chapeter was looking to create and way for general members to have more of an active role within their PTK charter.
